Water, sewer funds on tap at Las Cruces City Council meeting - Las Cruces Sun-News

Monday at City Hall, 700 N. Main St. The council will also consider adoptions of resolutions that could allow several brewing companies to serve beer during a downtown street festival from noon until 5 p.m. Nov. 2. Two separate resolutions regarding the water appropriations will be presented to council for acceptance. One, for $2 million, would be used to plan, design and construct improvements to the city's water system and water wells. The construction portion of the project includes re-drilling of three city water wells in west Las Cruces and monitoring wells for the Griggs-Walnut Superfund Site. The state funds were approved earlier this year by the New Mexico Legislature. A second resolution to be considered by the council would formalize the city's acceptance of $2.25 million to remediate some septic systems within the city. The high-risk areas of the city with septic systems were selected by Las Cruces Utilities staff. The sewer replacement project will include the installation of sewer mains, service lines and manholes, as well as any needed pavement replacement. According to information from the city, the replacement of septic systems, with connection to the city's wastewater system would be part of: the Lantana Estates Phase II project; the first phase of sewer system improvements in the Salopek/Sunrise subdivision; and the Homestead Acres/Estates and Hacienda Acres sewer system improvements project. 2 downtown street festival is on the consent agenda. Unless the item is removed from the consent agenda for discussion by the council, it will be considered with as many as 13 items that could be approved by a single motion, and vote, from the council. "There are 13 resolutions on the City Council agenda relating to this event," City Manager Robert Garza said. "One is for a church/school distance waiver request and 12 relate to permitting various brewing companies to serve beer during the event, within a restricted and secured area." Participants in the event, called Dia de la Cerveza or Day of the Beer include: Abbey Brewing Co., Bosque Brewing Co., Comanche Creek Brewing Co., High Desert Brewing Co., La Cumbre Brewing Co., Little Toad Creek Distillery, Little Toad Creek Brewery, Santa Fe Brewing Co., Second Street Brewery, Taos Mesa Brewing, Tractor Brewing, and Turtle Mountain Brewing Co. Also during Monday's meeting, the council will conduct first readings of five proposed ordinances, including three zone changes, the sale two city-owned lots at the West Mesa Industrial Park, and city government's authorization to enter into a $433,000 loan agreement to purchase a new fire pumper truck. Of the three zone changes, one would be to convert 11.314 acres at 1240 El Paseo Road where a Kmart store used to operate from medium intensity commercial (C-2) to high intensity commercial (C-3). Last week, plans were announced to sell a portion of the property to Mesilla Park Community Church. However, the proposed zone change before the council would enable the property to subdivided into three parcels that would meet the city's requirements for high intensity commercial zoning. Another proposed zoning change to be considered by the council is for .795 acres at 1311 Avenida de Mesilla. That property is at the southeast corner of Avenida de Mesilla and Stern Drive, and is undeveloped. According to city documents, the applicant, Central Park West NY, is seeking to enlarge the property by replatting it to encompass a portion of the neighboring lot immediately to the east, which is currently zoned C-3. For now, no specific use for the property is proposed. No council action on the proposed zone changes, sale of lot at the West Mesa Industrial Park, or loan agreement for a fire truck will be taken at Monday's meeting. City document indicate those items will be brought to council for formal consideration at its Nov. 3 meeting.
